The consequence of this is yelp (or whatever) reviews of toilets. If I pay, I feel entitled to review. If I pay and some toilets are messed up, I'm going to try to find good, clean, pay toilets.
Markets do tend to consolidate as well. Are we ready for pay toilet oligopoly?
