To be clear this is the club side of pub: the rules here mean registered clubs and societies with a licence can serve cheaper booze and food. So it's the returned soldier league, the surf life Savers clubs and the bowls club, not a whitherspoons type pub. They make a lot of money running poker machines and bingo. The state is happy because they get 40% of the poker machine revenue and maintain traditional values like drinking a lot and gambling and saluting the portrait of the Queen at 5pm.
