Given that it's been in the works for what seems like a decade, do you think pkgbase will be finalized anytime soon?

You're quite right, and to be honest at this point I've given up trying to keep track of where it's at. It's definitely something I'd like to see completed, but I've been too busy with FreeBSD/EC2 and speeding up the boot process to spend time looking at pkgbase too.
