This really has been Fed policy for much, much longer than 20 years. It's been known since the stagflation associated with the 1973 oil crisis that it doesn't really work very well, but it's practically the only lever they have, so they keep using it.

I don't know enough economics to determine which graph is correct—yours or theirs. Or maybe they're measuring slightly different things?

Judging only from the date the author graduated from college: he wasn't around in the 70s, and he was a child for the 80s and much of the 90s. Apparently history began only when he was old enough to start paying attention to it.
